Board Meeting Minutes

Board Members Present: Dick Thomer, Dave Rogers, Josh Mauritz, Robert Cassaday, Carol Szymanski-Treasurer, and Kathy Lindgren-Clerk

APPROVE MINUTES OF December 13, 2011 MEETING: The minutes of the December 13, 2011 meeting were sent via e-mail to the board members on January 2, 2012. Motion to approve the minutes as submitted made by Dave Rogers; second by Bob Cassaday. All ayes. Motion carried.

TREASURER’S REPORT: The financial report prepared and read by Carol Szymanski showed a November ending balance of $28,563.40. December disbursements total $63,315.87; December income of $37,902.64 which included four hall rentals of $180.00, Lefty’s Trackside Bar & Grill liquor license for $206.60, building permits for Josh Bell & Billie Jo Brown for $1,825.00, Josh Bell zoning permit for $360.00, tractor & loader use invoice payments from Roger Ott Farms and Dick Thomer for $140.00, tax information requests for $55.00, foam for Beers fire for $75.00, reimbursement from Fire Department for breakfast banner for $60.00, Time Federal bank transfer of $35,000.00 ($20,000 for the fire truck payment and $15,000 for general fund expenses), November interest of $1.04 giving a December balance of $3,150.17.

Town of Lincoln Fire Department had a November ending balance of $9,267.30. There were no December disbursements. December’s income was $29,193.89, which included a $27,962.44 CD that matured, a $550.00 donation, $650.00 payment from Marshfield Motor Speedway, $30.00 from a coat and interest of $1.45, leaving a December ending balance of $38,461.19.

Invested money for the two CD’s: Time Federal Savings Bank-Road Machinery Fund CD has a balance of $10,054.60 and has a maturity date of 2/13/2012; the board will need to give directive on this account. As directed by the board, a six-month Time Federal CD road work account was opened for $71,950.09. The Time Federal Passbook savings account – Road Fund has a balance of $44,358.82 which includes all 2010 tax/assessment money. The working passbook fund has a $645,662.27 balance and the M&I tax account has a balance of $276,783.69 which includes all current tax/assessment money. A spreadsheet detailing the bank account balances was submitted with the monthly financial report. Joshua Bell was added on as an occupancy surcharge fee liability. The $20,000 December payment sent in to Time Federal for the fire truck note was applied as follows: $18,393.99 on the principal and $1,606.01 of interest which leaves a balance of $13,516.49, which will be paid in full. Tax dollars collected so far totals $980,727.95, which is up from last year at this time. Motion made to approve the Fire Department opening up a CD account at Time Federal, with Dick Thomer’s signature on the written request letter, made by Josh Mauritz; second by Bob Cassaday. All ayes. Motion carried. Motion by Dave Rogers to accept the financial report as read; second by Josh Mauritz. All ayes. Motion carried.

ACCOUNTS PAYABLE: Kathy Lindgren prepared and read the accounts payable/payroll report. Motion to accept the payroll report and accounts payable report made by Bob Cassaday; second by Josh Mauritz. All ayes. Motion carried.

REPORTS OF STANDING COMMITTEES:
Zoning Permits: There were no zoning permits and no building permits issued for the month of December 2011.

Public Input: Public member comment on the importance of Fire Department transactions having approval of the town board. Public concern regarding the poor attendance of the fire department members to meetings, training events and other township activities.

Fire Department: Meeting minutes were read by Janet Bell. The meeting was on January 5, 2012 at the Marshfield Fire Department Station for a tour and training. Scott Owen has joined the Fire Department. The radius for members has been expanded to one mile of the Township. The Fire Department responded to 3 calls. A tanker truck committee is researching for a replacement truck. The Fire Department currently has $38,461.19 towards the purchase, which will be put in a CD to earn interest. The cost of a thermal imager is being looked into. The purchase of epi-pens requires a prescription which will require opening up an account with the hospital. The Marshfield Fire Department Chief would like to re-establish mutual aid contracts with bordering townships, which would benefit the township with the access to ladder truck. Discussion of next years’ breakfast fundraiser and Get Fired Up event were discussed.

CONTINUING BUSINESS:
Bakerville Sports Bar & Grill: ATV Route: Discussion by board regarding ATV use on both township and county roads. Mention that some surrounding townships, Town of Cameron and Town of Marshfield, do not allow use of ATV’s on roadways. With or without approved routes, some will still run ATV’s on the road, which then becomes an enforcement issue. ATV club representative reported that road/ditch damage would be repaired by the club. Approval of ATV road use would need to ensure access to all township taverns. Allowing ATV use on roads has the possibility of generating some income for the local businesses. Discussion that ATV use on roads would be re-visited in the future and the township would have the ability to revoke the approval if rules/laws are not adhered to. Motion by Dave Rogers to approve ATV use on township roads contingent on the County approval allowing ATVs on county roads, and a club representative contact is provided; second by Josh Maurtiz. All ayes. Motion carried.

Road Work 2012: Ad for bids for dust control, base coat (gravel), and crack filling will be drafted and submitted for publication by Josh Mauitz. Town resident inquired if town residents would be allowed to purchase, and have delivered, gravel at the same price as the township, paid by the resident.

Motion made by Dave Rogers to adjourn for the caucus; second by Bob Cassaday. All ayes. Motion carried.

Board meeting called back to order by Dick Thomer at 8:20 p.m.

Building – Sealing & Insulating of Town Hall Walls: Marawood Construction submitted bids for insulation options of the Town Hall/shop area. The first bid is for insulation and steel application along lower half of west and north walls of garage of $2,140 with a labor cost of $1,760. The labor could be done by Andy Gingerich and Jon Hansen. The second bid from Marawood Construction is to remove soffit around the entire building and spray in foam filler and blowing insulation into the ribs of the steel $4,890.

Replacement of Inside Window Sills: Marawood Construction submitted a bid on the repair of window sills in the meeting room. The bid is for the installation of ¾” thick marble window sills with a trim piece underneath; cost for standard color is $1,100. There is $5,000 in the fund for this project and there is $4,000 in the budget for building maintenance.

Motion by Josh Mauritz to accept Marawood Construction quote for $5,990.00 for repair of eves and meeting room window sills; second by Bob Cassaday. All ayes. Motion Carried.

Dog Licenses: Motion by Dave Rogers to reimburse Carol Szymanski $1.00 for each dog licensed; second by Bob Cassaday. All ayes. Motion carried.

Grader Tires: Grader tires should be here in a couple of days.

ANNOUNCEMENTS: The Wood County Unit of the Wisconsin Towns Association will be held at 7:30 p.m. on Friday, January 20, 2012 in Nekoosa at Sacred Heart Catholic Church located at 711 Prospect Avenue.
